well, it's possible to do it a few different ways, you may be able to make a frame then put saran wrap in it, paint it with something that wont crack off or eat the plastic, then just have your actor push through...it may work
or, do it the way i think they did it, cgi...if you have bryce 3D or higher, you may be able to make a terrain, apply a height map in the terrain editor, then animate that so it looks like the "guy"(height map) is moving
there are other ways i'm sure, like a mesh deform in 3dsm, but they get more technical

Stretch it over a wooden or metal frame, and have the actor rub against it and move around.
This effect is used in haunted houses all the time.
