Now that i found out how to put titles over video with photoshop and premiere earlier this month. How do you make the titles/images come forward,backwards, etc over video? And the transistions don't seem to work because it's not in the right thing to do that.

Click on your title clip and go
Clip > Motion
There you will find all the control over the motion of your titles and picts that you will ever need.
For what you want, set the beginning and end to be centered, but with the beginning at only 80% zoom, and the end at 100%. Tweak the numbers for your desired effect.

What Film Boy said works well. Although what I do is do it in a 3D package ( I.e. 3D Studio )
Anyway You make a square or whatever. Do your titles in photoshop. Import it as a texture then run your camera over the square in Studio. Export that as an *avi etc. Either use that as your straight titlesequence or convert to an alpha channel etc.
I just feel it gives a more professional finish then what premiere alone can give you.
