Your list is absolutely right, but let me expnad on it a little for you.As far as the camcorder goes, that is up to you. Go with what you think suits your needs, and what you can afford.
For the computer, I would suggest a 500Mhz or higher with at least 64MB ram, although 128Mb+ is preffered, 15+GB hard drive space, video capture card, and at least 6mb video ram.
Now on to software. Adobe Premiere is a must (in my opinion) However, you do not nesecarilly need After Effects. It s a great help, dont get me wrong, but it is very costly. You can easily get by with out it. I HAVE it, and I dont even use it that much. Smiley was right about Ulead software. They offer some decent programs, if that is all you can get. I mean, they get the job done, bt you dont have nearly as many options. One Ulead product that I am particullary fond of is Cool3D. I also use Video Studio from time to time. I would also highly recommend that you try to get your hands on Adobe Premiere. As far as 3D rendering software, you can get a good program, called Blender, for free. It takes alot of time to learn, but can yield good results. If you have the money, then one that is slightly easier, is 3D Studio Max.
I hope that this has been at least some help to you. I know this can all be very confusing. I went throught the same things you are going through when I first started.
