Since this is in the Live FX forum, I assume you want an on-set solution. This sort of effect is generally done with computer work - repost your question in our Computer Magic forum if you want advice on how to do it that way.

You might be able to get something like this Live by covering the back of an actor with reflective material (silver mirror Mylar, thousands of sequins, tin foil, etc) and heavily backlighting him.

Of course, your actor couldn't turn their body in the shot.

For the beam effects, you might need to resort to a bunch of mini-spots focused on the back of the actor, with the lights striking as close to the front of the actor as possible and the light sources would need to be as parallel to his body as possible as well. Forget about the actor walking and following him with all those spots.

This would most likely be far better achieved with computer assitance, unless you have absolutely no access whatsoever to digitally altering your footage OR no one you can give footage to to do the work for you.

how about a 8in fernel behind the actor far enough back to envelope his body and a 8 point starburst polarized filter over the lens. n/d gel until you get the right amount of light and open the iris until you get the right amount of briteness.

I'd be careful about covering an actor in tin foil and then focusing a 500W or so light on him. This could bake a potato, so it may not be too heathly. Otherwise I think the suggested methods might work.
