If I would create a menu with DVD-authoring software and burn it on a normal CD-ROM, will the DVD-player see it as a (short) DVD?

I don't have a DVD-player (yet), so I can't test it for myself.

DVDit will write to a CD-R, but it will only play in a CD-ROM drive. Not DVD nor VCD players. I suspect most other authoring software is the same.

This is just a guess on my part, but since CDs have a lower data density then DVDs, the disk would have to spin many times faster to reach the data rates you get from DVDs and the players may not be designed for that.
Also note that most DVD players will not play CD-Rs.
I think the chances of this working are slim.

note some dvd players will not play cd-r's
with the players out today, i would test per player that you wanna try. There have been many reports from people saying that home-made mini-dvd's have worked on their player.
