The Weirding Way effect from SciFi channel Dune?

The effect is basically the actor accelerating in motion for a fraction of a second and leaving a streak behind him when he moves. They do this when they are dodging out of the way of something or striking really quickly.

I tried speeding it up in Premiere...but I think I need a motion blur in there somewhere.
