How can I have a filter effect on one region of the clip?

There's a little button on the timeline that looks like a razor (I think it's the button on the upper-right). Use that to split the clip and then just add filter to the new clip. Another way would be to use keyframes, but that would take a little more work (because Premiere doesn't give timecode for keyframing in the filter menu). Hope this helps

Is that what you meant? or did you mean on just one area of an image? To do that , drag the clip into one of the a channels, then drag another copy into on overlay channel and apply the filter to it. Then you can use the garbage matte in the overlay configuration window or you can generate a shape (black on white bkgnd) in Photo shop or any paint progam and use that as a matte using the IMAGE MATTE key. Hope that helps.

Thanks to both of you, I believe Calstan had the answer to what I needed though my question was kind of vague. I actually asked that question for my friend who does the majority of our editing work.
