Try using the 'make miniatures' command.
This produces mini - low res, therefore low requirement clips. You can then assemble these clips as you wish and preview them really quickly...
then saving the project, chose the 'refind' clips command and premiere re-makes the movie, using your edit decision list, at full frame or whatever.

what version are you using??

I think it is off the 'make..' menu.... (Try checking the manual).. it is really worth doing though... It means that I can save all my miniatures to CD and then edit on my laptop, and then come back to the BIG computer to compile the EDL..

Hold the "alt" key down as you scrub the clip. You should see a preview in the window as you scrub.
