Let's say you had a clip that featured a fight scene between two guys. You want to use the first 4 seconds of it, then cut to a close-up of one of the guy's faces from another clip. How do I cut that small section?

Umm just do it? Do you have a video capture card and somthing like Adobe Premiere?If so it should be very obious as how to do it. If not use 2 VCRs

Oh hehe, You do have Premiere, ok.
Well do you have a capture card and have it captured to your computer? If so in one of the video tracks have the 4 seconds. (on the video clip thats on the video track go to the end (its a long bar) and drag it to the 4 second mark) then on the same video track get your close up, then go back to whatever. This is just really simple editing that should be very easy to do if you just spend some time with premeire and look at some online tutorials. Just mess around with it and you will figure it out, as it is hard to explain over the net
