File Import but you might have to have a plugin to do it. It seems Photochop needs a plugin for everything.

Photoshop cannot open a basic clip from premiere. But I think what you were thinking of is what is called a 'filmstrip file'.
In Premiere select the clip you want with the bar thingy at the top.
Then Make Movie.
In the settings for it, click Output Options.
Finally, select Filmstrip file, then make movie.
Once you have THIS file, you can simply open it in Photoshop.
NOTE: Filmstrip files are very large, you will not want to make a filmstrip file of a clip longer than 5 seconds. If you do, you will not be able to edit it a lot before scratch disks will fill up. So do not get freaked out when it takes Photoshop 5 minutes to load. Once you have changed it and saved it and open it in Premiere again, it will have to be rendered to play.

As I said before, the files are very large. Keep an eye on available disk space.

I'll assume you are using Premiere 5.1c, if so, this is how you do it:
1. Load Premiere
2. Click File
3. Click Import
4. Click Movie...
5. File type Filmstrip
I don't have Premiere right in front of me, but I'm pretty sure these are the exact steps, hope it helps.
