This is the best way that I can think of to appear to hang someone. there's probably a better way, but this is a safe way without using any CGI effects.

Have the setup mentioned above, but instead of the harness, have the actor standing on a stool, that has been completely covered in blue fabric, or paint. Have the actor stand of it on his tiptoes. If you need it to look like he is swinging, has him stand on one foot, while kicking the other one back and forth. He can also shift his shoulders up and down, and back and forth. For long distance shots of him swinging, use a dummy.
Shoot the scene twice, once witht he actor there, and one with him not. Be sure to duplicate the cameras movements EXACTLY each time. The best way to do this, Lock the camera down. In post, key out the blue stool.
