Try using self-drying clay. Put the clay on your fingernail and form the claw the way you want it. I suggest using white clay so you can paint it the color you want it.

Here's a good idea. Make your claws from rubber surgical tubing. You know, the amber colored tubing. Get some with 1/2 inch outside diameter or larger then cut pieces of it out to the length and shape of the claws you want. It works very well and you don't have to worry about scratching your face if you feel the need to pick your nose.

Depending on how long your claws have to be check out ready made nails at beauty supply stores or Walmart. I've seen some pretty long ones, they would just need to be cut or filed to shape.
Or how about friendly plastic?
Or apoxy putty? A 2 part putty that cures hard. Paint over them with acrylic.
If you make a little mold you can use a 2 part plastic you can find at any special FX makeup shops or art store. Or dental acrylic, which is expensive but I've seen it done.
