well, take a look at an umbrella "arm" for a quick and simple layout for the basic frame work, then find some material you can stretch over it, maybe something like a spandex, you could add some THIN (like airbrushed on thin) layers of latex...perhaps a very fine mesh with latex would be better

anyway, you'd need a frame or something similar to attatch them too for the actress to wear

I've used both tissue paper soaked in liquid latex and paper towel soked in latex to make batwings before. It dependes on the degree of flexibility the end product is going to require. Precolor the latex and uses paper without any patterns on it. If you use tissue paper, lay it out first on a hard, smooth surface and wet it down well with latex. Once it is soaked it will be so weak you'll have a hard time doing anything with it without tearing the stuff.

For maximum flexibility with liquid latex, paint the wing shape onto a large mirror or window in several layers and paint textures on for the finish after powdering, removing, and trimming. If it isn't going to be viewed in close up, thin colored yarn soaked in latex makes fast and easy veins.

You could use vinyl or silicone, but liquid latex is hard to beat on price, ease of use, and sheer variety of uses. It isn't the most flexible or realistic material, but it works well for many applications and is an excellent low budget material for make up FX, props, and costumes.
