This is a matter of doing a likeness make up. The more the actor resembles the person he/she is going to end up as, the easier it is.

Tony Clifton was a shared character, created with large black sunglasses, A jet black wig, a bushy moustache, and costuming suggesting a certain body type. If you are young and don't have many wrinkles or prominent nasolabial folds, you may want to use traditional stage make up chiaroscuro techniques. Unless you are very, very thin, you probably won;t have to use prosthetics.

Prosthetic appliances involve sculpting new features (usually on top of a lifecasting of the actor who will wear them), making a negative mold, and using the negative (and usually the positive or a partial copy) to make a piece of fake skin that is glued to the actor's face. Slip cast liquid latex, foam rubber (hot or cold), silicone, vinyls, and gelatin are all possible materials that can be used.

Funny you should bring up Tony Clifton. About a year ago, during a brief stint away from my usual haunt, I was fortunate to be involved in an application of the Tony clifton makeup for one of his appearances. The person I was working for at the time was the creator of the appliances, and has been doing the makeup since the beginning of the character, much to my surprise...
