Has anybody ever heard of an Intel Video Capture - video capture discussions
it came with my computer and the capture card doesnt work any body know anything about this

Hmm. I still need more info.
I'm not an expert, but here's what I would do:
Check the device list. Is it there?
If not, it could be a hardware problem, or you need to reinstall the drivers. (If you don't have the drivers, check Intel's site for them.)
All I can suggest right now is checking the card and reinstalling the drivers. I can't help you anymore unless you can give me more deatils.
