is there such thing as a case you can put over your camcorder in order to shot under water. or has anyone tried to make one(without being electricuted!)

when i bought my sony trv 315 it came with a bunch of papers and one was full of accesories and there were 3 under water carying cases all for different depths.

Try using a totally closed off fish tank

most cameras have an underwater housing available as an accessory, but they usually run in the $300-$500 range and fit only a certain camera or family of cameras (less common) try finding the manufactureres website and looking for accessories.

If you're only filming something below the surface the fishtank may work, or you could try renting one of the housing at a divers shop.

Sony doesn't make underwater accessories for their cameras, but there are other companies that do make them specific for each individual model (for Sony, Canon, and other brands i imagine as well). unfortunately they are phenomonally priced (like over $1000). check out this site: http://www01.bhphotovideo.com/default.sph/FrameWork.class?FNC=CatalogActivator__Acatalog_html___1859___SID=E48F11AD260

However some companies make generic casings to fit a variety of camcorders within a certain size range. These are still like $300 to $500, as crazy lou said. i have seen different kinds of these housings, from a water-tight cylinder case to a high-tec plastic zip-loc bag. if you have $2-300, you could get something to play around with. try the Ewa-Marine brand housings listed on the above site.

i wouldn't suggest "making" one, only because you have such a huge investment at hand. while underwater housings can get expensive, at least they're guaranteed to keep water out. Ewa makes some $220-range ones for smaller camcorders that might work perfect.
