does anyone know the exact function of a waveform monitor and where could i get a crash course on lens filters

Waveform monitors are used primarily to gauge white and black levels in a video signal. Black levels should be kept at about 7.5 IRE, white levels at about 100 IRE. You can also tell if a color signal is present. They're actually pretty useful in production, though most people eyeball it these days, I think. Also, in postproduction they can help with image continuity from scene to scene.
