I'm making a scene where someone will get a small static shock (cgi shock of course). My idea so far is to take the sound of a mig welded sparking on a piece of metal and adjusting it abit. Could I use a camera with a mic?

You probably could. Camera mics are usually omni, though, so you'll want to do it in a place with very low noise and reflective surfaces. I made the sound of a train screeching on its brakes by scraping a screwdriver on a stoneware plate! (and some slight modification)
Sound effects are fun.
