Topic: Yet ANOTHER lightsaber question.

OK, look, I know this type of question has been asked a million times, but here goes. I want to add the saber effect to one of my future projects. So: A)What should I use to get the best results? Is an effects program such as Mediapaint any good for this? B)What other programs can I use to create this effect without spending too much money. As a refference point, I currently own Adobe Premiere, with no other adobe products (I.E. I DONT own the $700 Adobe After Effects), and Avid Cinema.
